I've got six soldiers (unfortunately high ranking) who are infiltrated to 200% for a nonexistent mission. I don't know how this happened, though my guess is that I aborted the mission and somehow they bugged out (or didn't, actually).
Anyone else had this?
Is there a console command I can use to change their status back to available? Right now I can't do anything with them. Can't even dismiss them.

2022.01.17 02:05 xyr0lx320tkB How Byzantiums Government Could Be Different
Byzantium in ck3 is incredibly inaccurate to how it was actually like. After 867 or 1066 the byzantines typically start sprawling out everywhere when in reality they should just be barely able to hold onto the territory they currently control. I think I've come up with an idea that would be able to organically stop this from happening.
First of all, the byzantine empire should just be renamed to byzantium. No other empire title has 'empire' at the end of its name, neither for republics or kingdoms. Now, second of all, a new government type called 'imperial' should be added. The imperial government type would be available to be enacted by any feudal ruler organically if they've reached maximum crown authority and certain level of technology just like with tribal rulers progressing to feudal. Clan rulers would also be able to progress to the iqta government type which was in theory somewhat similar with succession being less dependent on bloodlines.
The only realm at game start which would practice the imperial government type would be byzantium. Perhaps if china was added to the game in another DLC it might also come under this or a similar system. But the basics of it would be that being a vassal under an emperor would be a much more precarious position than in a feudal realm under a king. As a vassal you would act more as a local administrator on behalf of the emperor and paid with a state salary instead of through taxes, although administering more developed regions might mean an increased pension as the emperor would have more to lose if you rebelled.
Vassals would have successors designated by their liege instead of through bloodline, creating a system where vassals often would be chosen based off merit instead of family ties. Vassals would want their kids and family members in powerful positions after their gone though, so if a vassal does not have at least one of their house members as a successor to an equal title position somewhere in the empire then they will have a massive opinion penalty. Even if as a vassal your kids dont get into a similar rank government position after your death, you would at least probably be able to ensure they'd be in line to receive a smaller rank title somewhere in your own realm. As an emperor, it would be a wise strategy to play meritocratically during periods when you are in a good state economically and your army is loyal to you, but during periods of strife allow for vassal family clans to maintain their land so that they dont rebel and seize the crown from you. Speaking of rebellion, all of your direct kingdom rank vassals would receive a claim to the emperor title to simulate the fact that in large bureaucratic states like in china and byzantium bloodline ties and divine right to rule isn't really as respected.
Economically speaking, byzantium would have corruption laws which could be changed over time. Corruption laws would appear similarly to how the crown authority is presented as. With strict corruption laws you would be unable to do actions like send gift, some event decisions would be locked, and there would be some minor opinion penalties from vassals. More relaxed corruption laws would mean your vassals would have greater opinions of you however their territories would provide less income to you as taxes collected from the peasantry would be siphoned off by growingly corrupt local administrators. Relaxed corruption laws would also allow for more events like with wealthy families bribing you so that their kids get succession for good vassal positions. Attempting to strengthen corruption laws would be much more difficult than relaxing them as it would incur significant prestige and gold costs. Stronger corruption laws would grant more piety though.
This hypothetical DLC would likely also be tied in with a trade update which would make it so every county would produce a trade good like in eu4 or imperator. This would be different to imperator though as trade would be done by the game engine simulating local merchants as opposed to the player artificially signing trade deals. How this would tie into byzantium would be an administration cost to every county you control. When playing as a feudal ruler, if you owned a county of under 5 development with no buildings or other holdings, it would actually be unprofitable just from base taxes. The only reason you would want to maintain control of such territories would be to have access to the levies they provide and to tax potential trade routes which would go through them. For imperial or iqta emperors, the administration cost would make any county below 10 development unprofitable without special buildings, holdings or trade routes. While you might consider this as nerfing byzantium too much, in exchange for this they would still enjoy the benefits from a more direct taxation system and more profitable building types.
Now finally, in terms of military, byzantium would have a much different system than as of current with levies and men at arms. Instead they would have legions which would be paid by the state budget with there being a single legion for every kingdom title in the empire. These legions would be organised by the emperor however, not the vassals who administer these kingdom titles. Imperial holdings would provide about half as many levies as feudal ones, and so these legions would have much fewer troops than what could be produced by a feudal kingdom tier realm. The difference is though that these feudal armies are split up between vassals and so they often can't realistically muster their full potential anyway. In imperial governments, vassals would take no levies and so if they wanted to rebel against the emperor then they would have to get the support of their local strategos. A strategos would command a legion and the succession system would work pretty much the same as with administrative vassals. If a powerful vassal had a son who had great martial or prowess, they could try and get him to succeed a strategos instead of a vassal. If a strategos doesn't like you, then they could cooperate with their administrative counterparts to organize a rebellion.
